Bullyingwarrior thought you might be interested in what is happening on the rarely discussed topic in Our School Systems BULLYING FROM TOP SCHOOL OFFICIALS, beginning in Newport Mesa Unified School District and thank you for taking your time to read and help!

School Board Meeting Websites are difficult to find regarding unlawful conduct, school policies broken or created to cover up these actions and be held accountable. Remember many of these School Officials doing this conduct THINK THEY ARE ABOVE THE LAW, FOR GOOD REASON. THEY ARE LAYERED WITH THE ARMOR OF THEIR SECRET CLUB SUPPORTING THEM AND THE ACTS TO HARM AND SHATTER THE LIVES OF OTHERS BECAUSE THE POWER THEY HAVE BEHIND THEM. 

IN SOME INSTANCES THIS CAN EVEN INCLUDE SUPERINTENDENTS, A BOARD MEMBER, TEACHER, PRINCIPAL AFFILIATIONS OR FRIENDSHIP WITH FAMILY MEMBERS OF DISTRICT EMPLOYEE'S WHO'S FAMILY MEMBERS WORK AT SCHOOLS CAN BECOME BIAS AND PREJUDICE WITH THEIR PEERS AND BRANCH INTO OUR PUBLIC SCHOOLS TO OUR CHILDREN.  WHAT DOES THIS MEAN FOR GOOD TEACHERS, STAFF, FAMILY, KIDS WHEN EVER REPORTING UNLAWFUL AN CONDUCT OR STANDING UP TO THESE LEADERS FOR BENDING THE RULES? 
IT CAN BECOME AN UNSAFE, FRIGHTENING EXPERIENCE FOR YOUNG KIDS, PARENTS, STAFF AND GOOD TEACHERS. HOW CAN THIS BE YOU ASK OR HOW CAN THIS EVER HAPPEN WITH LAWS PROTECTING EVERYONE, YOU THINK! 

 THERE ARE PEOPLE THAT DO STAND UP TO UNLAWFUL PRACTICES IN THE NMUSD. CAN YOU IMAGINE THERE ARE DOCUMENTED CASES, COMPLAINTS AND CLAIMS  THAT ARE NOT PROTECTED, NOT ONLY RETALIATION FOLLOWS, IT IS THE FEAR AND SCARE TACTICS, EMOTIONAL TRAUMA INFLICTED BY  THESE SCHOOL OFFICIALS OVERSTEPPING THEIR POWER, CONTROL AND PUTTING THE FEAR OF GOD IN PEOPLE THAT IS THE MOST SHOCKING OF ALL?

REMEMBER THESE LEADERS ARE ALSO THE GATE KEEPERS OF YOUR CHILDREN'S SCHOOL RECORDS, TO HURT AND DESTROY A CHILD, REPUTATION OF A FAMILY, GOOD TEACHER THAT THEY MAY LEAVE THEIR CAREER, BOARD MEMBER BEING BULLIED LIKE WHAT HAPPENED IN BHUSD BROUGHT OUT IN TRIAL LATER WITH JEFFREY HUBBARD. THERE ARE SCHOOL OFFICIALS THAT CAN TAKE YOUR COMPLAINT OR A CLAIM APART AND STATE THINGS ARE FILED NOT IN TIMELY MANNER TO  MEET AND PROTECT THE STATUTE OF LIMITATIONS.
INTERESTING THAT IN UNLAWFUL ACTS, YOUR PAPERWORK CAN BE SEPARATED TAKEN APART BY MAYBE EVEN WHO THE CLAIM IS ABOUT QUITE POSSIBLY, NEXT THE BOARD AND SUPERINTENDENTS WHO STATE THEY WELCOME ANY COMPLAINT OR CLAIMS KNOW A PERSON'S STORY LIKE THE COMPLAINT 10 YEARS AGO AT COST MESA HIGH SCHOOL WITH A HIGH SCHOOL STUDENT NOT ABLE TO GRADUATE 2 WEEKS BEFORE THE CEREMONY ACCUSED OF FALSE BLAME FOR DRINKING AT SCHOOL WHEN HE WAS NOT.
THEN THE DISTRICT HAS THE POWER TO HURT THIS YOUNG MAN FURTHER, COSTING HIS FAMILY MONEY, SCHOLARSHIPS, HURT HIS REPUTATION AND PROCEED TO CAUSE FURTHER RETALIATION TO HIS YOUNGER BROTHER OR SISTER. THIS IS A TRAGEDY AND HOW COULD SOMETHING LIKE THIS EVER HAPPEN. 

WE HAD 2 DEDICATED WONDERFUL TEACHERS THAT IN 2007 REPORTED TO PRINCIPAL A CO WORKER DRINKING ON JOB. WHAT DO YOU THINK HAPPENED?
THESE TEACHERS WERE NOT PROTECTED, HAD FALSE BLAME, RETALIATION, KNOWN TO THIS SAME DISTRICT AND LEADERS AND EVENTUALLY RESIGNED.
IT WAS NOT LONG AFTER THIS THAT THE EMPLOYEE WHO HAD BEEN DRINKING HAD A CAR ACCIDENT. IT WAS HARD TO FIND IT IN THE NEWSPAPER STATED SOME DISTRICT EMPLOYEES. THE POLICE WERE ASKED ABOUT IT, BUT DID NOT GET INFORMATION TO FOLLOW UP IT WAS STATED SOMETHING LIKE THEY DO NOT KEEP ALL RECORDS. PEOPLE IN COMMUNITY ARE STILL INTERESTED IN FINDING OUT ABOUT THIS ACCIDENT, THANKFULLY NOBODY WAS HURT. 

COMMUNITY IS HOPING POLICE DEPARTMENTS AND OTHER AUTHORITY FIGURES AND THE ASSOCIATIONS WITH THEM IN THE SCHOOL DISTRICTS WILL LOOK INTO ANY SCHOOL INCIDENTS THAT ARE UNSAFE WHEN THE DISTRICT FAILS THEM.
 WHEN PARENTS AND OTHERS REACH OUT FOR ASSISTANCE THE POLICE DEPARTMENTS SHOULD "IMMEDIATELY ASSIST TO PROTECT THEIR KIDS, FAMILIES OR OTHERS FROM UNLAWFUL CONDUCT, RETALIATION COMING FROM A SCHOOL  SUPPORTED BY THEIR DISTRICT AND SUPERINTENDENT AND EMPLOYEE'S". IT LEAVES A FAMILY HELPLESS TO PROTECT AND DEFEND THEIR CHILD WHEN NOT ONLY THE SCHOOL SYSTEM IS FAILING THEM, BUT LAW ENFORCEMENT AS WELL. 

WHY DID THESE GOVERNMENT OFFICIALS, LEADERS, IN CHARGE OF OUR SCHOOLS IN NMUSD NOT INSURE THE SAFETY,  WELL- BEING,  EQUAL AND  FAIR TREATMENT IN A LEARNING AND WORK ENVIRONMENT?  WHY WAS THERE A LONG PATTERN OF BEHAVIOR FOR UNLAWFUL CONDUCT TO  NMUSD COMMUNITY, CHILDREN, FAMILIES AND SOME DEDICATED EMPLOYEES?  "WHY NOT SIMPLY DO THEIR JOBS PAID BY THEIR COMMUNITY"? 
WHY STAY SILENT IN THEIR COMPLAINT AND CLAIM PROCESS THAT THEY SET UP AND APPROVED IN THE FIRST PLACE? "WE THE PEOPLE IN NMUSD COMMUNITY WANT TO KNOW WHY NOT AND DESERVE ANSWERS AND ACCOUNTABILITY"!

WHY DON'T THEY FOLLOW THEIR OWN SCHOOL POLICIES? WHY WOULD THESE LEADERS NOT WANT TO PROTECT EVERYONE IN THEIR DISTRICT, NOT JUST GOOD TEACHERS WE HAVE LOST IN THE DISTRICT, BUT ESPECIALLY DEFENSELESS  YOUNG WOMEN AND YOUNG MEN WHO'S LIVES HAVE BEEN FOREVER CHANGED BY NEWPORT MESA UNIFIED SCHOOL DISTRICT LEADERS.

NMUSD COMMUNITY WANTS TO KNOW AND OTHERS ACROSS THE COUNTRY WHY THESE KINDS OF CRIMINAL ACTS TO OTHERS GET TOSSED ASIDE LIKE THEY NEVER  HAPPENED AT ALL. WHY WOULD THE CURRENT AND PAST SUPERINTENDENT, BOARD AND OTHERS  STAY SILENT CHOOSING TO "DO NOTHING" TO PROTECT VICTIMS? DO THEY NOT THINK THIS PERHAPS EMPOWERS THE BULLY OR CRIMINAL TYPE ACTIONS THAT IT IS OKAY TO DO THIS AND OTHERS LOOKING IN ARE FEARFUL TO COME FORWARD OR REPORT UNLAWFUL CRIMES, SCHOOL POLICIES BROKEN AND VIOLATIONS COVERED UP!

ABOUT AND THE WORSE TRAGEDY IS APPEARING TO MANY PEOPLE TO REWARD OR PROMOTE ACTIONS OF THE PERPETRATOR? WHY PUT PEOPLE AND KIDS THRU  FALSE BLAME, HUMILIATION, NOT SAFE, THREATENED, VIOLATED WITH THEIR RIGHTS, BULLIED OTHERS , SPECIFICALLY JUST BEFORE TRIAL WHEN ENDANGERING ANOTHER CHILD AT NEWPORT HEIGHTS ELEMENTARY SCHOOL?

THERE HAVE BEEN MANY OTHER CHILDREN, FAMILIES, GOOD TEACHER, AND OTHERS DEVASTATED BY THIS DISTRICT. THE NMUSD COMMUNITY IS HOPING THE OC DISTRICT ATTORNEY, JUSTICE DEPARTMENT AND OC CRIME STOPPERS CAN LOOK INTO THESE SERIOUS MATTERS WITHIN THEIR SCHOOL DISTRICT. PEOPLE IN THESE POSITIONS SHOULD LEAVE IF THEY CAN FOLLOW THEIR OWN SCHOOL POLICIES, OUR LAWS AND CONSTITUTIONAL RIGHTS.

WHY WOULD NEWPORT MESA UNIFIED SCHOOL DISTRICT UNDER JEFFREY HUBBARD, NOW PAST "CONVICTED" SUPERINTENDENT AND KNOWN TO ALL BOARD AND OTHER DISTRICT EMPLOYEES NOT KEEP ANOTHER FAMILY SAFE IN THEIR DISTRICT? WAS IT A OVERSIGHT BY SO MANY EMPLOYEES NOT READING THE E-MAIL SENT FOR MONTHS OR SPEAKING AT BOARD ON 6-14-11 RECOMMENDED BY DEPT. OF EDUCATION THAT THEY WOULD HELP. IT ONLY GOT WORSE FOR THIS CHILD AND FAMILY.  I GUESS IT DID NOT MATTER THAT THE RETALIATION FROM A TEACHER AND PRINCIPAL AT THAT TIME CREATED A VERY UNSAFE CLASSROOM, CAMPUS, NOT EQUAL EDUCATION, DISCRIMINATION WITH UNFAIR TESTS AND MAKE UP WORK OR NOT EVEN GIVING CHILD SCHOOL TOOLS AND PAPERS WHEN ATTENDING ANOTHER CLASS. IT DID NOT STOP THEIR THEY HAD TO INCLUDE FALSE BLAME, HUMILIATION, FALSE UNFOUNDED PUNISHMENT, NOT GIVING GRADES CORRECTLY, DEMEANING CHILD IN FRONT OF OTHERS, NAME CALLING, UNDUE STRESS, LEAVING KIDS UNATTENDED IN CLASSROOM AT TIMES WHEN TEACHER WAS LATE, HOLDING A CHILD AFTER SCHOOL WHEN THEY NOW WERE MISSING ON CAMPUS AND BEING PAGED.  TEACHER FURTHER MADE CHILD CRY HYSTERICALLY THAT THEY COULD NOT EVEN SPEAK WORDS IN PHONE WHEN PARENT CALLED AND MUCH MORE HAPPENED AND IT DID NOT STOP WITH THE TREATMENT OF FAMILY UNTIL THEY LEFT THE SCHOOL DISTRICT, FINALLY OBTAINING COMPLETE RECORDS 2 MONTHS LATER, WITH SPECIFIC INFORMATION TAKEN OUT. 

NMUSD COMMUNITY WANTS TO KNOW WHY WOULD A PRINCIPAL NOT STEP IN AND STOP THIS BEHAVIOR FROM TEACHER WHO WAS ANGRY THAT SHE COULD NOT BRING HER BABY/TODDLER INTO HER CLASS ANYMORE WHILE TEACHING.
IS IT NOT THEIR JOB TO DO THIS?  THE COMPLAINT WAS DONE CONFIDENTIALLY TO THE PRINCIPAL WHO SHOCKINGLY ENOUGH TOLD THE TEACHER IT WAS THIS CHILD'S PARENT WHO COMPLAINED.  WHY WOULD PRINCIPAL STATE LATER IN MEETING LAUGHING IT WAS NOT CONFIDENTIAL.....!

COMMUNITY MEMBERS, TEACHERS AND SOME STAFF STILL WANT TO KNOW WHY WOULD ANY PRINCIPAL NOT JUST STEP IN AND TELL A TEACHER NOT TO BRING HER CHILD ON CAMPUS ANYMORE OR IN THE HER 5TH GRADE CLASSROOM ANYMORE. WHY DID THE PRINCIPAL NOT JUST TELL THE FRONT OFF EMPLOYEE TO STOP RUNNING FREE CHILDCARE AND TAKING A TODDLER BACK AND FORTH THROUGHOUT CAMPUS LEAVING HER OWN JOB OR SETTING CHILD UP FRONT ON A COMPUTER  AREA WHERE IT COULD BE A LIABILITY FOR CHILD BEING ON A HIGHER LEVEL CHAIR, WITNESSED ON 1 OCCASSION? WHY SHOW SPECIAL TREATMENT AND PRIVILEGES UNHEARD OF IN A PUBLIC SCHOOL. THE REAL QUESTION WAS WHY WOULD A PRINCIPAL PROTECT A TEACHER FOR BREAKING THIS SCHOOL POLICY IN THE FIRST PLACE KNOWN TO DEPT. OF EDUCATION, KNOWN TO SUPERINTENDENTS OFFICE, AND MANY OTHERS KNEW AND ENDANGER A CHILD FROM THE ACTIONS OF A TEACHER . WHY WOULD ANYONE NOT JUST DO THEIR JOB AS A PRINCIPAL OR SUPERINTENDENT'S OFFICE. 

BULLYINGWARRIOR WAS FORMED TO HELP EDUCATE THE PUBLIC ON THE AWARENESS OF THE SERIOUS AND WRONGFUL ACTS ON OUR SCHOOL CHILDREN, GOOD DISTRICT EMPLOYEES, TEACHERS AND COMMUNITY MEMBERS AND GET EMPOWERED TO CREATE BILLS INTO LAW TO PROTECT INNOCENT VICTIMS AND STOP THE PATTERN OF BEHAVIOR FROM CONTINUING YEAR AFTER YEAR.

To: Governor Jerry Brown

Re: Free Child Care Offered previously last year and into Feb.2011, by Newport Heights Elementary School in Newport Beach, CA. by Front Office Manager, only given to 1 particular teacher on tax dollars and school funds wasted for personal use, horrific retaliation for reporting confidentially to Principal, including taking away my child and myself First Amendment Rights.

My daughter WHO IS 12 year old is my HERO, WARRIOR and inspiration concerning BULLYING FROM TOP SCHOOL OFFICIALS, PRINCIPALS AND A TEACHER AND SUPERINTENDENT's OFFICE.  MY FAMILY HAS TAKEN A STAND TO HOPEFULLY CREATE A NEW LAW, PENAL CODE OR HAVE ACCOUNTABLILITY FOR UNLAWFUL ACTIONS AT THE NEWPORT MESA UNIFIED SCHOOL DISTRICT IN CALIFORNIA, run by Superintendent Dr. Jeffrey Hubbard who has been in the news for fraud previously and currently again. PLEASE CALL ME ASAP AND HELP OUR FAMILY. Call my Cell phone in your required field or at XXXXXXXXXX

Please look into the following points and help my family make sure nobody else goes thru a Nightmare to stop Bullying from Top School Officials:

1. Board and Superintendent’s Employees did nothing to protect my child on unlawful practices and things got worse on 6-14-11 after reporting it in the Board meeting, for your review, at the NMUSD that Superintendant Jeffrey Hubbard works in. Toggle to 1 Hour 42 min. into meeting to hear my concern and additional complaint. I felt Bullied, defeated, helpless to protect my daughter at a unsafe educational environment and this Teacher treated my child inhumanely, was cruel, provided unsafe classroom with not Equal Education for my daughter and much more.

2. In addition this teacher was calculating using her School loop to provide fraud and discrimination to my child only on Thursdays to take redo/tests. The teacher when I pointed out what was going on and it was stated that Thursdays were indeed a test or redo day, she pulled it off her site soon after and changed it like it was never there to begin with, with the full support of this past Principal, now working at the school district, under Susan Astarita, Superintendent. The teacher was using the computer school loop to directly hurt my family and makeup test days.

3. There was even more manipulation with children in classroom when the teacher cried often in front of students for her own agenda, coming in late where as children in the mornings were left alone at times when a teacher had to go back to her own classroom to teach. This teacher would tell my child and class not to tell your parents this or that, encouraged students to have secrets from parents for the teachers own gain. Additionally, asked class what the days were agreed on with redo test taken, which had always been Mon., Tues., and Thurs., XXXXX, a student raised his hand when called on from teacher. The teacher said no it is not on Thursays only on Mon. and Tues. NOT Thurs. the Principal changed it, to cover up and support the discriminatory injustices to my child only. Why did teacher cancel numerous tests on my child knowing that time and money were being spent on a private tutor, who also stated in an email you are doing an injustice to the
Mimms family addressed to the School Official. The teacher's injustice actions reflected retailiation towards me reporting school district violations and took it out on my child and family, with full support of the Principal and Superintendents office knowing the whole time and do nothing to protect my family.  

4. In addition, the extra time my daughter was putting in studying over and over again,with a private tutor, simply to have the test canceled on my child numerous times. Note: When school ended already, I was given a incomplete file on my daughter that even stated in a group meeting that Thursdays was indeed a makeup day set up by teacher and confirmed by Principal with witnesses and School employees in attendance, evidence supporting the continued FRAUD and cover up actions of these School officials. It took over 2 months to receive my childs school file with incorrect  records on a test pulled out years ago because of inacurate content and documentation. The records only reflected the same school district, same District employees wrongful actions and turning things against a parent and child only trying to support the education from 2nd grade and my childs doctor letter gone from the file that stated the school/district was not supporting a child and
parent.

5. Principal told Teacher I confidentially complained, and then Teacher announced to my child’s 5th grade class that she was upset, angry that “a parent in here complained that my son cannot come into class anymore”, broke confidentiality with horrific repercussions, discrimination, verbal abuse, First Amendment Rights taken away from Principal, Teacher with Superintendents office protecting their illegal actions. 

6. Reporting these Unlawful and Unjust actions to Board and Superintendents office made it more of a Nightmare, unsafe educational environment for my child and for a parent only supporting their childs educational success. These School officials have done nothing to look into these Unlawful acts against a child and parent and is still being ignored or covered up. My daughter still asks me "Mommy aren't the laws set up to protect and help children and people? 

Thank you in advance for your help, reviewing my complaints, emails and review when I spoke 2 times at the Newport Mesa Unified School district board meeting.Click on June 14th toggle or fast forwarded in to 1Hr. 42 min,in spoke after Union President spoke.(Discussed Bullyiing from Top School Officials and Spoke for People that were too scared to come forward or had no voice.....
Second time spoke on October 25 toggle fast forward to 1Hour 4min. 32sec. spoke for almost 11 min.
In closing I will write what I closed with on Oct. 25 in the Board Meeting:
People in our schools, workplace and world should be COLORLESS, not Prejudice. It should not matter where we live, if we rent or own, what we drive, how many degrees we have, what language we speak, if we are single parents, married parents, step parents, foster parents, adopted parents, grandparents, same sex parents. We all should live by supporting one another, our precious and incredible children. All have Equal Education, safest envirnment for learning and reach out and make a positive difference and be the best role model to others.
What an incredible world it would be and school district, if we only did unto others the way we want to be treated, hopefully with Dignity and Respect at all times.

I appreciate you caring enough to take your valuable time for All the People, Good Teachers, Staff, Parents, especially our precious Children and the new Laws, Penal Codes, you have created or will continue to create for our future generation. Why did Susan Astarita, Assistant Superintendent deny complaint on 9-12-11 in letter stating it was more beneficial for this teacher to bring baby/toddler to class/campus then to have teacher miss school. This is unlawful and even a Mayor I met with recently stated his daughter in same district who teaches 5th grade cannot do this. Why this teacher and they should have stated this from the very begining, right? The Board member, Mrs. XXXX sent me email stating she did not receive a copy of the denial complaint, but the board members and Superintendent voted on the denial letter. How could this get done with the Board member not receiving not only the letter, but my complaint information, email evidence and
handwritten notes that were submitted in August 2011? It does not appear legally right what has happened in the complaint process and seems like people are not being straight forward on correct protocol according to school policies and educational law.
