Bullying in Schools
Clearly, the percentage of students who are bullies and victims varies by research study,
often depending on the definition used, the time frame examined (e.g., ever, frequently,
once a week)† and other factors.‡ Despite these differences, bullying appears to be
widespread in schools in every country studying the problem.§
A Threshold Problem: The Reluctance To Report
Most students do not report bullying to adults. Surveys from a variety of countries confirm that many victims and witnesses fail to tell teachers or even parents.10 As a result, teachers may underestimate the extent of bullying in their school and may be able to identify only a portion of the actual bullies. Studies also suggest that children do not believe that most teachers intervene when told about bullying.11
“If the victims are as miserable as the research suggests, why don’t they appeal for help? One reason may be that, historically, adults’ responses have been so disappointing.”12 In a survey of American middle and high school students, “66 percent of victims of bullying believed school professionals responded poorly to the bullying problems that they observed.”13 Some of the reasons victims gave for not telling include:

-
Fearing retaliation
-
Feeling shame at not being able to stand up for themselves
-
Fearing they would not be believed
-
Not wanting to worry their parents
-
Having no confidence that anything would change as a result
† Forthefirsttime,duringthe1997-98schoolyear,theUnitedStatesparticipatedinaninternationalstudyofyoungpeople's health, behavior and lifestyles, which included conducting surveys on school bullying . (European countries have participated in the study since 1982 .) Researchers gathered data on 120,000 students from 28 countries . Upwards of 20 percent of 15-year-old U .S . students reported they had been bullied at school during the current term . However, a 2000 U .S . Department of Education report on school crime (based on 1999 data), using a very narrow–and perhaps too limited–definition of bullying than the
earlier report, showed that 5 percent of students ages 12 through 18 had reported being bullied at school in the last six months (Kaufman et al . 2000) .
‡ The“AnnualReportonSchoolSafety,”developedinresponsetoa1997schoolshootinginWestPaducah,Kentucky .,did
not until 1999 contain any data on school bullying . The 1999 school bullying data are aggregate, useful only in international comparisons, since specific types of bullying are not categorized . The report tracks thefts, weapons, injuries, threats, and physical fights, and some measures of harassment and hate crimes . However, the proportion of incidents that have their roots in bullying is not specified .

-
Thinking their parents’ or teacher’s advice would make the problem worse
-
Fearing their teacher would tell the bully who told on him or her
-
Thinking it was worse to be thought of as a snitch†
The same is true of student-witnesses. Although most students agree that bullying is wrong, witnesses rarely tell teachers and only infrequently intervene on behalf of the victim. Some students worry that intervening will raise a bully’s wrath and make him or her the next target. Also, there may be “diffusion of responsibility”; in other words, students may falsely believe that no one person has responsibility to stop the bullying, absent a teacher or a parent.
Student-witnesses appear to have a central role in creating opportunities for bullying. In a study of bullying in junior and senior high schools in small Midwestern towns, 88 percent of students reported having observed bullying.14 While some researchers refer to witnesses as “bystanders,” others use a more refined description of the witness role. In each bullying act, there is a victim, the ringleader bully, assistant bullies (they join in), reinforcers (they provide an audience or laugh with or encourage the bully), outsiders (they stay away or take no sides), and defenders (they step in, stick up for, or comfort the victim).15 Studies suggest only between 10 and 20 percent of noninvolved students provide any real help when another student is victimized.16

NMUSD: WHAT WAS REALLY HAPPENING IN THE DISTRICT BEFORE JEFFREY HUBBARD’S BHUSD TRIAL?
Bullyingwarrior uncovered letter after trial in BHUSD with Jeffrey Hubbard being found guilty.
What was really happening in the NEWPORT MESA UNIFIED SCHOOL DISTRICT PRIOR TO THIS TRIAL?
ALL COMMUNITIES AND SCHOOL DISTRICTS SHOULD HAVE MORE BULLYING LAWS, PREVENT BULLYING, HAVE ANTI BULLYING CAMPUS, LAW ENFORCEMENT TRAINING, TEACHER BULLYING PREVENTION, STRICTER BULLYING LAWS, BOARD MEETINGS THAT WELCOME OPEN COMPLAINTS AND SOLUTIONS, NOT HIDE THEM.
HAVE A BULLYING SPEAKER ON A MONTHLY BASIS EDUCATING STUDENTS AND THEIR STAFF WORKING TOGETHER IN A HARMONIOUS, UNITED AND OPEN MANNER TO EXPERIENCE SECURITY FREE FROM ANY KIND OF BULLYING.
WHY WERE MANY SCHOOL VIOLATIONS BEING BROKEN AND PROTECTED UNDER THE NMUSD SCHOOL DISTRICT IN 2011/2012 AND EVEN YEARS BEFORE IN THIS DISTRICT?
THE NMUSD COMMUNITY BELIEVE IT IS THE RESPONSIBILITY OF ANY SCHOOL EMPLOYEE AND ESPECIALLY TOP SCHOOL OFFICIALS AND LEADERS TO PREVENT ANY RETALIATION FROM REPORTING A SCHOOL VIOLATION BEING VIOLATED, ESPECIALLY WHEN IT COMES TO HARMING A CHILD.
WHY WOULD THE NMUSD DISTRICT, ELEMENTARY SCHOOL NOT PROVIDE EQUAL EDUCATION, NOT HAVE A CHILD EXPERIENCE A SAFE SCHOOL CAMPUS AND CLASSROOM FREE FROM BIAS ACTIONS OF “BULLYING FROM TOP SCHOOL OFFICIALS" AND A TEACHER BREAKING SCHOOL RULES AND REGULATIONS?
WHY WOULD ANY SCHOOL OFFICIAL NOT PROTECT A CHILDS RIGHTS OR PARENTS RIGHTS, PROVIDING A UNSAFE SCHOOL AND LEARNING ENVIRONMENT, NOT TREAT A CHILD WITH DIGNITY RESPECT WITHOUT MALICE AND CONSPIRACY TO HIDE WRONGFUL ACTIONS OF STAFF COVERING UP FOR OTHERS, NEPOTISM PRACTICES AND INSTILL FEAR AND BULLY A CHILD AND FAMILY FOR PENAL CODE VIOLATIONS?
Can any Parent imagine when you drop off your child at school, as you drive away what might these Top School Officials do next to my child due to reporting complaints and School Violations?
HERE IS A LETTER INCLUDED TO THE NMUSD SCHOOL DISTRICT SUPERINTENDENT OFFICE AND MANY OTHERS RECEIVED THIS COPY INCLUDING BOARD MEMBERS FROM SCHOOL DISTRICT.

In Closing, I want this letter to be attached to my second claim(s) filed at the NMUSD, turned in June 13, 2011, my daughter and I deserve answers why NMUSD, past Superintendent, Jeffrey Hubbard, Susan Astarita, current Assistant Superintendent, Paul Reed, Deputy Superintendent, some of the Board Members, and other specific individuals named in the previous Claims did not follow through with following school policies, educational state law, and what is governed by the School Board. Additionally, I WAS TAKEN BACK WHEN I LOOKED AT the E-MAIL DATED
6-14-11 that I did not realize until a few days ago that was sent to EVERYONE FROM THE VERY BEGINNING OF WHEN I SPOKE AT THE BOARD THAT EVENING AND CONTINUED TO SPEAK TO YOU OVER THE PAST YEAR. A BOARD MEMBER EVEN SAID YOUR STORY DOESN'T MAKE SENSE after a board meeting and another board member asked me to condense my story into 1 sentence, I have been telling my story all along with the ENTIRE BOARD, JEFFREY HUBBARD, SUSAN ASTARITA, XXXXXX XXXXX, XXXX XXXX, XXXX XXX AS WELL AS OTHERS AND NONE OF THIS SHOULD HAVE BEEN A SHOCK OR SURPRISE TO ANYONE BASED ON THE INFORMATION THAT I HAVE SUBMITTED, SINCE FEBRUARY 2011, AGAIN, WHAT HAPPENED? DON'T YOU THINK THAT A CHILD DESERVES ANSWERS AS TO WHY XXXXXXXXX WAS TREATED THE WAY SHE WAS AND HOW DIFFICULT FOR A PARENT TO EXPLAIN HOW THE LAWS ARE SET UP TO PROTECT EVERYONE AND SHE STILL ASKS "WHY HAS NOTHING STILL BEEN DONE MOMMY, WITH ALL YOUR EFFORTS AND ME ENCOURAGING YOU TO GO TO BOARD TO HELP OUR FAMILY AND OTHERS AND WHEN WILL THEY FINALLY LISTEN'?
.
NO ONE SHOULD EVER HAVE TO DEAL WITH BULLYING, AND NO ONE SHOULD EVER HAVE TO DEAL WITH BULLYING FROM TOP SCHOOL OFFICIALS. WE AS PARENTS PLACE OUR CHILDREN IN YOUR HANDS FOR 6-7 HOURS PER DAY, AND IT IS YOUR RESPONSIBILITY TO KEEP THEM SAFE, TOO!!!
